Scholarship in Taiwan


Guidelines for Granting Scholarship to

Students from Commonwealth of Independent States

(CIS) and Central and East European Countries (CEEC)

to Study in Taiwan, the Republic of China (ROC)



The purpose of the governmental scholarships is to strengthen the cultural and educational exchange and cooperation as well as mutual understanding between the Republic of China and CIS and CEEC respectively.



A. General Information about the scholarships

        

1.

        Benefits: The Government of the Republic of China offers scholarships for applicants from CIS and CEEC to study Chinese language in the ROC for one year, beginning from September until the following August. During this period of time, the Ministry of Education will cover the tuition fees and accidental insurance and grant a monthly allowance of NT$ 15,000 for the students who received the scholarships. The ROC’s Ministry of Foreign Affairs will provide an additional monthly grant of NT$ 3,000.



2.

        Quota: Each year the Government of the Republic of China provides scholarships to 15 students from CEEC and the three Baltic States and also to 15 students from CIS.



3.

        Qualification: Applicants must be non-Chinese ethic citizens from CIS, CEEC and the three Baltic States with a degree above senior high school.





B. Procedure of Application

        



1.

        Agencies in charge of application: The representative offices of the Republic of China in the above stated countries are in charge of related matters at the initial stage.



2.

        Deadline of Application: Applications for the scholarships must be submitted through the ROC’S representative offices no later than June 15 each year. No applications shall be accepted after that date.



3.

        Documents required for the application: The following documents are necessary for the application:



a)

        application form for admission of the language school

b)

        a signed declaration confirming that the applicant has been acquainted with the instructions regarding the scholarship scheme of the Government of the ROC

c)

        certification of degree with a certified copy of Chinese or English translation

d)

        grade reports with English translation

e)

        two recommendation letters

f)

        health chech-up report with HIV test results

g)

        study plan for the projected stay in the ROC.



4.

        Procedure of reviewing the applications: Applications are to be recommended by their respective Ministry of Education of Ministry of Culture and submitted through the ROC’S representatvie offices to the ROC’S Ministry of Foreign Affairs of for initial review. Applications are to be transferred to the ministry of Education of the ROC for further review before the end of June of each year.



C. Further Information

        

1.

        Postponement of study schedule: After the approval of the Ministry of Education, the students who received the scholarships shall not be allowed to postpone their study schedule unless due to unforeseen reasons. In this case, with the approval from Ministry of Education, the duration of the scholarship shall begin with the month when the student begins to study in the ROC till the following August (end of school year) without extention. If students fail to arrive in Taiwan according to the study schedule without the approval of the Ministry of Education of the ROC, the Ministry of Education may cancel their scholarships and give the scholarships to other applicants who are able to arrive in time.



2.

        Place of Study: The students will be in principle arranged to study in the language center of National Taiwan Normal University. They may also choose to study in other recognized language schools of other universities. For those who wish to attend a Bachelor or Master program, it is necessary to send relevant documents along with the application.



3.

        Terminate of scholarhips: The scholarships will be terminated if students are found to skip classes, obtain poor grades or violate school rules. If students are not present at school for more than 10 days, the allowances for that month shall also be suspended.



4.

        How to receive the monthly allowances: The granted monthly allowances from the Ministry of Education are distributed to students by the relevant schools at the end of each month or at the beginning of the next month. The additonal grants (NT$3,000 per month) can be picked up every other month (starting from Oct 20th) by students personally from the Ministry of Foreign Affairs. The students are requested to preapre sufficient living expenses to cover their own expense at the initial days of their study in the ROC before they come to the ROC.



5.

        Coverage: The scholarship does not include local transportation arrangement for the arrival or the departure of students. Flight tickets, meals, housing, health insurance, and transportation costs shall be borne by the students.



6.

        Health Insurance: According to related laws, foreign students having the residence permits for over 4 months are entitled to the national health insurace. Therefore, upon arrival in the ROC, the students are urged to obtain sufficient documents from the school and apply for the residence permit as soon as possible. (the ROC national health insurance costs NT$604 per month)



7.

        Extension of Scholarship: Before the end of the school year, the students may apply for the extension of scholarships for another year. In this case, the students should send a copy of the transcript of the previous semester along with an application form to their respective Ministries of Education or Culture for their recommendation to the Ministry of Foreign Affairs of ROC for initial review. Those who are approved for scholarship extension and the new applicants for scholarships shall constitute the annual quote of that year.





Other related matters shall be administered according to relevant provisions in the Regulations Governing the Study of Foreign Students in the ROC and the Instructions for Foreign Students to Apply for Scholarship of the Ministry of Education.
